Job Overview

The Technical Office Manager provides technical & administrative information to the others working on a project to ensure that the work complies with all engineering standards, codes, specifications, and design instruction.

Regularly works alongside the Project Manager to update project tenders/submittals, contracts, time delivery schedules and project financial documentation to ensure the delivery of projects on time and within budget as well as maintaining healthy cash flow levels for IEC and for the financing of the project till its successful completion

Negotiates contractual terms and deals with suppliers, contractors, clients.

Responsibilities

Critical Duties:

  • Supervise and review the preparation of construction method statements with construction personnel.
  • Planning and maintaining project budget and schedules.
  • Take part in the project management review and risk management review.
  • Liaise between the construction and engineering teams ensuring the harmony between engineering team requirements and construction team deliverables.
  • Manage a team of technical and administrative staff and specialists.
  • Manage the organization and planning of the site team activities in order to determine the short-term.
  • Priorities of the work area and maximize quality, efficiency and continuity.
  • Deal with complex and difficult customer demands.
  • Coordinate specific trades are applicable (Related to the type of project).

Routine Duties:

  • Follow technical material submittals.
  • Attend progress meetings, discuss and suggest technical proposals.
  • Managing the cost analysis and cost control of site activities.
  • Review third-party invoices & client invoices.
  • Follow-up with subcontractors during negotiations and offer award or subcontract terms, performance and payments.
  • Maintaining organized and detailed project records.
  • Preparing technical and material submittals.
  • Planning and maintaining project budget and schedule planning.
  • Supervising and reviewing the preparations of construction method statements with construction personnel.
  • Attending progress meetings, discussing and suggesting technical proposals.
  • Taking part in the project management review and risk management review.
  • Coordinating between the construction and engineering teams ensuring that the construction requirements are conveyed to the engineering teams and that the engineering deliverables satisfy the construction requirements.
  • Managing the cost analysis and cost control of site activities.
  • Coordinating with quantity surveyors or payment appreciations and change orders.
  • Taking part in selection process of subcontractors and suppliers for projects. Reviewing subcontractors’ invoices.
  • Following up with subcontractors during negotiations and offer award or subcontract terms, performance and payments.
  • Taking part in the contractual aspect of projects.
  • Documenting project issues/conditions.
  • Maintaining organized and detailed records and documents of all projects (i.e. working drawings, quantity surveying, purchase orders … etc.) and coordinating with different teams to get these documents issued.
  • Close monitoring of IEC staff, contractors, consultants and suppliers’ activities. Ensuring project delivery is on time and within budget.
  • Checking the quality of the work executed.
  • Planning and preparing project paperwork and updating it regularly in liaison with the Project Manager.
  • Handling the finish works to the QC.
  • Implementing and solving technical problems that arise.
  • Controlling and maintaining the safe, smooth progress of construction works.
  • Communicating projects’ progress and problems/risks/concerns to IEC Senior Management. Him that is related to his work nature or his job duties.

Qualifications

  • Bachelor’s degree in construction management, architecture, civil engineering or related.
  • Extensive experience in operations, design, engineering, site works, construction/site management, project evaluation and technical office management.
  • Strong written and verbal communication skills, excellent business and technical writing.
  • Strong organizational, problem solving, negotiation and analytical skills. Capable of leading teams and managing conflicts.
  • Strong client/stakeholder management skills.
  • Capable of managing cross functional teams and multiple projects.
  • Capable of reading drawings and schematics.
  • Proficient in Microsoft Office suite and internet.
  • Experience in working with multiple discipline projects i.e. industrial, infrastructure and hospitality.
  • In-depth, current technical engineering knowledge.
  • Gifted & Ability to multi-task and work in high pressure environment.
  • Strong ability to coordinate effort to meet goals.
  • Productive and efficient work habits & solution oriented.
  • Dynamic and self-motivated, Effective oral and written communication skills and excellent interpersonal.
  • Good team player with Strong organizational skills and detail oriented.
  • Talent for working with numbers, influencing others, solving problems, fast decision making attended

Computer Skills:

  • AutoCAD 2D.
  • Revit Architecture 2016.
  • Primavera project planner P6.
  • Good internet knowledge.
